can you update a ps3 or xbox360 graphics card?

i heard that gaming laptops have better graphics cards than a console does, can you update the ps3 or xbox 360 graphics card so that it is just as good if not better? also, what platform, whether it be a gaming laptop or console, is capable of having the best graphics? does it depend on the graphics card? if so, which graphics card is it and can it be applied to both a console and a laptop? thanks.

   No, you can’t.

   Computers will always technically have better graphics, but you need to spend a lot of money, I’m talking $4000+ for something really good.

   no but what would be the use? they will never make games for it that will surpass the current ones because no one will be upgrading.
